GRAND FORKS COUNTY COMMISSION MEETING August 2, 2022 – 4:00 P.M. The Board met pursuant to adjournment with Commissioners Falck, Rost, Engen, Knauf and Pic present. Moved by Rost, seconded by Pic, to approve the minutes of the July 19, 2022 Special Commission meeting and July 19, 2022 Commission meeting. Motion carried unanimously. Moved by Rost, seconded by Engen, to allow the Finance and Tax Director to sign the Certificate of Business Manager No Protest Filed. Motion carried unanimously. (It was later determined that no motion was needed for the Finance and Tax Director to sign.) Moved by Pic, seconded by Engen, to approve the Resolution Determining That No Protests Were Filed. Motion carried unanimously. Moved by Engen, seconded by Knauf, to approve a Resolution Providing for Public Sale of Limited Tax Capital Projects Fund Bonds, Series 2022 in the amount not exceeding $35,000,000, with Chair’s signature. Motion carried unanimously. Sheriff Schneider said the Sheriff’s Department has no concerns regarding the Special Event Permit for Good Friends. Moved by Rost, seconded by Pic, to approve the Application for Special Permit Alcoholic Beverage License for Terry Trosen Co, DBA Good Friends for a special event on October 15, 2022 at Turtle River State Park, contingent on receiving the permit fee. Motion carried unanimously. Jay Kleven, AE2S Senior Project Manager, presented the Grand Forks County Parking Ramp Structure Interim Report. Debbie Swanson, Public Health Director, addressed the board. Moved by Engen, seconded by Pic, to approve the Agreement between the County of Grand Forks and the City of Grand Forks for the allocation of ARPA Coronavirus Relief funds for school nursing services for COVID-19 mitigation in the amount of $203,840, effective July 1, 2022 to June 30, 2023. Motion carried unanimously. Robin Spain, Juvenile Detention Administrator, addressed the board. Moved by Rost, seconded by Knauf, to approve the Grant Agreement between the North Dakota Department of Corrections and Rehabilitation and its Division of Juvenile Services, the North Dakota Association of Counties and Grand Forks County to provide Attendant Care services. Motion carried unanimously. Debbie Nelson, Finance and Tax Director, presented the 2023 preliminary budget. Moved by Pic, seconded by Rost, to include in the 2023 preliminary budget an increase in longevity pay from $3.00 per month to $4.00 per month, not to exceed $720, according to policy 103-01(5). Motion carried with Falck, Rost, Engen and Pic voting aye and Knauf voting nay. Moved by Pic, seconded by Engen, to reduce the base retention line item in the 2023 preliminary budget of Director of Administration from $121,000 to $56,000 for a 6-month retainer plus one travel trip for VM Findley Consulting. Motion failed with Pic and Engen voting aye and Falck, Rost and Knauf voting nay. Moved by Rost, seconded by Engen, to approve the 2023 preliminary budget as presented at a net levy of $26,011,941, which includes a 5% cost of living increase on January 1, 2023, including the Sheriff, State’s Attorney and Commission and a step increase for all qualified employees on their seniority date in 2023. Motion carried unanimously. (Net levy is excluding the levies for State, Garrison, Ambulance, Senior Citizens and Airport.) Moved by Rost, seconded by Pic, to set the 2023 budget hearing for September 6, 2022 at 4:00pm. Motion carried unanimously. (This motion was withdrawn, see below.) Moved by Knauf, seconded by Pic, as Grand Forks County has received $13,490,043 in American Rescue Plan Act (ARPA) funds and has selected the standard allowance of up to $10,000,000 in revenue loss be used for any governmental purpose which is allowed by the US Treasury Final Rule. All ARPA Subrecipient Agreement requests for reimbursement will be reviewed by the Finance and Tax Director, the Director of Administration and the State’s Attorney to verify compliance with the agreement before making the reimbursement. Motion carried unanimously. Tom Ford, Director of Administration, addressed the board. Moved by Pic, seconded by Knauf, to approve the proposal from CMTA for engineering service on the Courthouse Air-Conditioning System project with the Chair’s signature. Motion carried unanimously. Moved by Rost, seconded by Pic, to withdraw the motion setting the date of budget hearing to September 6, 2022 and set the date of the budget hearing to September 20, 2022 at 4:00pm. Motion carried unanimously. Moved by Pic, seconded by Rost, to approve the Chair’s signature on the Agreement between the County of Grand Forks and the City of Grand Forks for school nursing services approved earlier in the meeting.
